Create Advertiser
POST
/api/public/advertisers
Create a new advertiser or return an existing one if it already exists.
Provide either advertiserName or itunesId, but not both. When itunesId is provided, the endpoint
resolves or creates the show and returns the Smart Promo advertiser tied to that show.
